SRD is a joke really. You wamt to make a serious impact on people. Give them work. Introduce an initiative to cut certain % of taxes on individuals on certain levels in the private and public sector. Get those tax cuts for them to hire people as assistants in theor house holds, as cleaners or chauffeurs or garden labor.
