Technically no and no. It doesn't even come with an sd card let alone games. Currently to dump your own games you need a modded switch but the dumper is almost out which lets you dump your games to a pc without a modded switch.

For anybody wondering why I picked literally the crappy Switch game to test with, the first SD card I tried didn't work with the cart, and it was being incredibly slow copying the games to my computer so I could copy them to another SD card. 1 2 Switch is the smallest game I own so I just copied that one game over so I could test everything.
