It has never been allowed to lock the ball between your feet.. the same way that you are not allowed to lie on the ball or anything similar to, more or less, keep the ball out of active play. I severely doubt that he got it for "provoking" or anything like that.. at least I should certainly hope so. While Neymar's dribble is great skill, it is one that is not allowed in professional football. I don't think he deserved a yellow for it though, unless he was already in the ref's book.
