The real way to settle these "tradition cases of lands and matai titles" is to record their matai and commune land cases inside the department of Samoa Affairs. How? they have all district governors of American Samoa and manu'a "working in the dept of Samoan affairs"....And they should have "lawyers at least 2 to witness these cases and suggested a reasonable solutions! and least, "cameras recording these proceedings too"...

You don't need expensive equipment for video recording. No judge wants to sit and watch 20 hours of clip. Your office can hire a stenographer or someone to record summaries of discussions and have each party agree and sign it. That becomes an official record for the Samoan Affairs.
