I work with Bob Jaques on the R&S reboot, he just confirmed Matt Hill is most likely the voice of the bully. (Matt is most famous as Ed from Ed Edd n Eddy) Appropriately, the duck kid in the blue shirt is voiced by Kathleen Barr, AKA Kevin and Marie Kanker from EEnE. Several members of the EEnE cast seem to stick together on animated productions
