I don't know if it's law in Ohio, but I've been asking for parts back when I can't fix it myself; everyone's obliged sofar. Also, a used CRV I bought looks like this underneath the valve cover. Is there any way to clean it up without damaging the engine?

I wouldn't bother with any special cleaning. Regular oil changes with a good synthetic oil will clean it out naturally.

Question.. Why on the Valve gasket, does it have tabs sticking out that goes past the block ?
