Well, I don't get your questions, but I believe you want to know how to determine when a resistor is short in a circuit. So when you take a loop, going around the loop if you don't pass through any other circuit element except one resistor then the resistor has been short and you have a short circuit. I hope this is clear.

I can see 3ohm beside the 2ohm and when you use the loop method current will flow through the 3ohm so please why is it that the 2ohm is short circuited

there is a thin wire connected between the 4ohm and (7v + 3ohm resistor), that thin wire is a shortcircuit. The moment you can go through a loop without passing through any other circuit element except one resistor, it means the resistor has been short-circuited, regardless of the position of the resistor. so dont be confused about the position of the 2ohms resistor. just use the loop to determine it and you'll be good to go. for more explanation watch this video - kzbin.info/www/bejne/gIKpgIacipKtnqM

Okay, so the 7v will drive current through the 1ohm, now at the junction, the current sees that there is a least resistant path, that is the short circuit, the all the current that flows through the 1ohm will ignore both the 2ohm and 4ohm and flow through the short circuit and return to the negative terminal of the voltage source. In that case, the 4 and 2 ohms are both short circuited

If you move through a loop containing one resistor and find an element which doesn't necessarily impede the current like maybe an ammeter or galvanometer...Could you still consider it to be short circuited?

Yes, because an ammeter has very low resistance. In that case if it's connected in parallel with a resistor, very high current will flow in the ammeter causing damage to the device (short circuit). Hence it will still be a short circuit.
