Definitely! She will become permanently available in 1.2 through the new Xianzhou Forgotten Hall stages, which should count as a free character that everyone can obtain in Star Rail.

I think it was called “Fate”, which is an HSR OST. It is actually playable on the Phonograph on the Express, and you can unlock the track after completing a certain part of the Belebog story

The channel in question seems to have also re-uploaded videos from other content creators (most likely without their permission) so I think it is reasonable to report the channel as a whole.
