Casing is said to be run not "drilled". And in comparison with the tubular in the setback area I can imagine it to be 9 5/8 casing. The 5"'or 5 1/2" Drill pipe stands and the spiral Drill collars as well can indicate the casing size easily.

Casing while drilling is usually in very soft formation and any one can judge that it is too fast, It would be great if someone can tell us where this rig is operating..

What happens if you get stuck or blow out? Better to drill hole to required depth, make sure it is in good condition and run casing.

If stuck you can't rely on mechanical method, there's no jar. If the stuck is differential, you can try with chemical treatment, such as soak with caustic pill to overcome sticky wellbore. Blow Out? I think you mean, well control situation right? Before running you must change out to casing ram and pressure test it. And if kick occurs, you can choose either driller or wait & weight method. But please remember, since annulus volume is less compared to collar/drill-pipe BHA, small amount of kick will travel up faster, thus driller method is favored.

we drilled a 13 3/8 section in nz on a floater with sclumberger to a depth of 3000m reached td went to pull 13 joints back to land out got stuck in hole lost circulation mech back out re spud

No it's purpose is to act like a float it gives the pipe a bouyinsy so there isn't so much waight hanging from the Derrick
