Banner of Command is bugged. It can stack. What's bugged is you can use it 3 times at the start of every round. 1st press it 3 seconds before the round starts(while in practice area) 2nd time while loading into the fighting map. 3rd time when you're first able to start moving. I've done this 3 games now, so it's extremely consistant. What I haven't gotten yet is that reset summoner spell augment with it. You would either get 4 stacks of banner or MAYBE you can get 6 because the cooldown resets after every use! Camille/Kha was fucking nutz with the Kha getting buffed.
