Up to T3 opcode gets fetched from memory via address bus, now to understand what actually that opcode mean it should get decoded and during decoding there is no use of address bus so that's the reason. I hope this answers your query.

@@gameofcodes9832 Thanks so much for your kind response.......but the decoding is happening inside instruction decoder......ID may use internal data bus.... I am not convinced yet why address bus get garbage value..... although the data bus after its data transfer moved into idle state
