As a phoveus and a ruby user i say both are good but I really like phoveus if enemy xp hero is ruby bcoz ruby makes phoveus' passive activate faster giving phoveus advantage on the lane... And I hate also using ruby or any xp heroes with dashes like chou, arlot etc.. When facing phoveus

We’re is sun in a sun main and I cook all these hero’s in exp lane … and he’s never banned I can hard carry when needed often times I’m 1v2 … yes the thunder belt nerf hurt took a few days to reconstruct my builds but now that their going I’m cooking again … why no sun. WE ARE FEW WE ARE STRONG WE ARE KING.. if you truly main him and take time to actually master him xP
