Reminds me a bit of the Wave Race series mixed with Star Wars pod racing.

This game is several different variations has been around for many decades, hell there was even hydro thunder on the PS and N64 back in the day. Then of course it started life in the arcade, and originally come out febuary of 1999 :O I get a ridge racer/rush (I'll have to look but I think its made by the same people who do the rush series of games, kinda vibe from it, and I can see a little wave race. There is another game like this one called Artic Thunder. Yep, midway does the rush and hydro series.
