It is true though, theres been a few people in history who've killed hundreds of people though not many people at the time even suspected that it was a single killer due to the fact the kills were so varied and unique it appeared to be unrelated, people only finding out about them far after their deaths, meaning they got away from any punishment

well see here's a make believe scenario. In this both will do this one act alone. This does not count the idea of it being done a number of times and only specifies a one time deal due to the fact of how hard it is to speak about if it were to happen. One person could plant a bomb in a building and kill 100 people and be plastered all over the news for the whole world. The other person kill a single target and never be known or if he is found out is giving a minor media reaction. In terms of how deadly it was I would go with the guy who planted the bomb and was found and plastered all over the news for 2 reasons. One is obvious he killed more people. The other is that because he did this a large area is now in complete fear that this will happen to them (like after every school shooting).

I remember reading about the Umbrella Killer who used an Umbrella dart gun to kill his Victims in London And since it's in London carrying an Umbrella all day wasn't uncommon and the killer was never caught or identified, all they could find from the person was the Assassin weapon Now that's a true assassin

Also, a sentence exceeding the life sentence is so that even if the person technically dies and comes back to life (like if they flatlined and were medically dead but doctors were able to revive them) they would still have to continue their sentence.
