I was under the impression that the Bill rescue mission is triggered if you stay away from camp too long. It certainly happened to me that way when I was away for days (in-game) trying to complete challenges.

I wish there were more gang related random side missions as well, that one was likely added just because they needed Bill and Javier interacting more 1 on 1 for both Chapter 6, and then RDR1
