Brahman is the supreme consciousness, however Atman is not Brahman as long as it is in the realm of Maya (the so called adjuncts - Body, Mind, Ego and Intellect), only when it has realized this and is able to come out of this illusion the state of Brahman is reached.

I would advise you to read Sri Aurobindo 's Life Divine, where in these concepts are explained clearly. The atman is the same as the Brahman but at local level, in other words if you realise atman you will connect to the Brahman at human collective level, when you realise Brahman its the wideness of the universal. The substance, and consciousness ,is the same but differ in wideness. Atma sakshaatkara is diffrent from Brahma jnana.
