Nah The Hand isn't really that slow, he was just slow in the presence of Red Hot Chili Pepper since he was powered up. The Hand could keep up with and contend with Crazy Diamond pretty well.

I think the JoJo fight choreography is really good I just hate when the anime exaggerates it and slows it down making it slow pace. It is best to show things at their own pace. I get that you want to show a big hit to show impact, But most of the stuff in there feels static and feels pretty contrived. Sure, you want to be closer to manga and that's perfectly fine but at the same time, try to work your way around it.
