I think it has more to do with the rules: in soccer all players are able to appeal directly to the ref in play and when it’s stopped-appealing to the ref and discussing the game with him is not just allowed it’s expected. That’s not the case in rugby where only the captain can talk directly to the ref and only at certain times-of course, the ref can talk to anyone at any time!

And that lack comes from all football authorities from FIFA to National and District authorities always siding with players against the refs. Football refs are all alone against everybody.
