@ I’m going by the film adaptation, not the original musical itself as Seymour isn’t as selfish as his original musical counterpart and doesn’t play as much of an active role in Orin’s and Mushnik’s deaths, as well as an indirect one in Audrey’s.

I view the T-Rex more as an antihero than a villain. If any other character could be classified as a villain next to the velociraptors, it’s definitely Dennis Nedry since he was responsible for causing the dinosaurs, including the velociraptors, to break out.

Not a movie, but the recent Cross series that came out on Prime has 2 great villains, Ed Ramsey and Bobby Trey. Trey was barely even in the series, but the character stole the spotlight in every scene he was in.

As somebody already pointed out in the comments section, Gollum is more of a tragic character representing the effects of the Ring and addiction than a villain. Considering he’s the big bad of the franchise, Sauron would be the other main villain next to Saruman.

I will get a little out there with this one, but bear with me. I'm going to offer it for your consideration: the movie Interstellar. There are two villains; the first is the blight, making life unsustainable on Earth. I see this as a general symbol of Nature: the forces humans have to survive. The second is Dr. Mann (played by Matt Damon). I see Mann as a symbol of mankind with all its selfishness and shortsightedness. Thus, Interstellar is the story of mankind attempting to survive both nature and its own flaws. I can't think of a better pair of villains. Although, I could also see Alien as another example of this same pairing.

Two-Face really deserved better in The Dark Knight trilogy. Instead of Ra’s Al Ghul’s daughter, they should’ve had Two-Face team up with Bane. Man, how awesome would that have been. (Sigh)

Harvey Dent was NOT corrupted. They even call him the White Knight all along the film. You are missing the point of the entire movie. Evil wins precisely turning him into a criminal who wants revenge only at the end because he lost the love of his life. But a corrupted Harvey Dent? Never!

Also, he nearly killed Marion with a hot poker and almost succeeded in getting her to reveal the medallion if Indy hadn’t stepped in, so he’s also more competent as well.
