Considering that Chernobyl was in fact a city in Russia, (where the power plant blew up), I am about 99% sure that the room with all the baby cribs was simply the holding area for the labor and delivery floor of the local hospital. Keep in mind that most people evacuated. However, most of them evacuated too late due to lack of responsibility of the power plant and the government there. Many people made it out fine, while others had serious complications down the road from this disaster. If you ever want to look into this more, look up some of the photos. There are a few where you can actually see somewhat of an xray of a worker that was sent down to fill in the crater. The film literally caught the xray and his movement from one side to the other.

I think I know what might have happened to number 10. He went into a cave or abandoned mine, got trapped from a cave in, got lost or injured himself in there and sadly perished. He is still missing because he probably didn't tell anyone exactly where he was going so no one can find where he is. This is why you tell someone who is not going with you the exact location and go with someone to explore caves or mines. Usually there is no cell signal in caves or mines so even if you bring your phone it is pretty useless.
