Black Flash is a neutral. In his first appearance in the 90s, he was hunting down wally West (who was Flash at that time), in the early 2000s, he attempted to kill Bart Allen (who was Flash at the time) in 2019-2020 he attempted to kill Zoom (who was going by the name of the flash but still a villian) this makes him neutral.

No. Black Flash is always live, he is the grim reaper of speedster. You can't kill the grim reaper. ALso, Barry still had a little bit of the speed force left, so therefore Black Flash is still alive because their is a little bit of Speed force left. He will perish when Barry loses all of his speed force.
