Might be a difference between hanging on them and standing between them, like you can't purposefully attack an opponent while they're transitioning in/out of the ring.

If we really need to get technical. You actually are not even supposed to leave the ring at all (hence the 10 count). In the past during the territorial days, people in the audience would be handed a pamphlet that listed all the rules, and so heels would get out of the ring to get heat. This works the same with moves, but the count is 5 instead of 10. Any moves on the ropes are technically illegal (just like in boxing) but you get that 5 seconds grace period. Considering that a 619 takes like a second at most, it's still within that five seconds tolerance. These rules are still in force in the WWE to this day, but you don't get a pamphlet anymore, so most of the time you just infer them from what's going on in the ring. The crazy thing though is that the WWE really hasn't changed the rules much. What's changed is how often wrestlers actually follow the rules.

If you think #5 was dumb, then here’s an honorable mention: In the old days of WWE (and WCW), throwing someone over the top rope is considered a disqualification. This rule was eventually abolished in later years.

That rule actually existed before during the old school rasslin territories era of wrestling. Back then, high impact moves weren't too much so the worst move a person could do back then was throwing someone onto concrete. It was also used for giving heels heat by throwing the babyface over the rope. Back then, it was a great rule that can be utilized greatly like using it to end matches when a wrestler gets injured and without over-usage. But as time passes, the rule didn't age well and it shows when Bill Watts brought it back for WCW. He tried to make WCW "old school" but it didn't work since it was 1992 and the stuff he did didn't work and aged well. Especially since they had just made the Cruiserweight title and had guys like Pillman and Liger.

Honorable Mention: You can be disqualified in a tag match tag team match if you are in the ring for longer than 5 seconds. This makes sense but it only happened once on Monday Night Raw when Seth Rollins got himself disqualified after attacking Rey Mysterio in a tag team match because Rollins wasn't the legal man.

Honorable Mention: You can get DQ'd in the Royal Rumble if you enter before your entrant number Example: In 2008 Finlay was supposed to go in at 27 in the Royal Rumble but entered the ring before his supposed number because he was saving Hornswoggle so for that he was Disqualified and automatically Eliminated from the Royal Rumble even before he entered in the match, A similar thing happened with Al Snow in 2001 but he was supposed to enter after Raven at number 8 but he jumped the gun and attacked Raven before he made his entrance but reason why he didnt get DQ'd? i guess because he didnt enter the ring untill the clock reached zero

Before that they were used sparingly such as when Honky-tonk Man choked out Hulk Hogan with Hogans own T shirt in 1990 and Ahmed Johnson chasing out Farooq with a 2x4 . I don't know if snakes are weapons but Jake Roberts used them in 1989 and 1996 .

I have very strong opinions on how rope breaks are supposed to work. You can still break a pin or submission with the ropes in a no DQ match, there's just no 5 count. The ropes define the boundaries of the ring, and touching them means you're out of bounds. Only a Falls Count Anywhere should truly have no rope breaks.

Example of the bogus rope break rule: Daniel Bryan had Kofi Kingston in the Yes Lock and Kofi touched the ropes. Wanna know what's crazy? THEY WERE IN THE ELIMINATION CHAMBER OF ALL THINGS. THEY ARE NO DQ. I have never even seen an extreme rules match involve any rope breaks. The commentators in WWE 2k state that extreme rules matches have no rope breaks and no 5 counts for tag teams

Rule #4 does not make sense. At least when Jack Swagger pointed it out. I remember quite a few times like, was it Khali? I’m sure there are others too. Both arms caught in the ring ropes and they still get attacked.
