Yes to both questions. There are a possible 128 coins in this level which means you can still get over 100 coins without getting the red coins. There are 2 additional coin blocks that you need to get in order to get the extra coins you need. At the 4:09 mark you can just barely see a metal metal platform to the lower left of the screen (you can see it a bit better in the couple seconds before as well). There is a coin block on this platform. Also at the 4:09 mark to the upper right part of the screen you can see an alcove area that you can jump to. The 2nd coin block is in this alcove.

This toke me 12 tries of constant tightroping across moving platform with invisible walls and enemies that REALLY wanted to send me all the way back down just so I can collect table scraps from a box only to keep climbing. Paired along side controls from 1990 and a camera that has room to move in all the places I don't want to be whilst listening to the easiest song to get annoyed by. Never want to go through this painful experience again. Douse the place with gasoline and light it.

I recommend entering the level when the minute hand is on the 12. This causes the platforms, pendulums, etc to stop completely. Getting the coins is easier this way.
