Do I hear it right that the speaker do not differ "long" and "short" vowels by length, only the sound characteristics are different. Like "a" is /ɑ/ and "aa" is /a/, not /aː/

Specifically, it's more American English, there are multiple English languages that differ a bit between the us, uk ,aus and canada. I'm only mentioning that beucase people don't seem to specify, same with the dutch language. It's hard to know If I'm learning the version I'm looking for such as the word praat instead of spreken for speak (the words my grandparents spoke) (ps), why are the American English speakers pronouncing their English so slow?
