I have no idea. I like to think that she's there in person watching her children. On the other hand I like to think she's having fun with her parents and Jiao.

She IS dead, this game just either really believes in the afterlife or it's doing some metaphorical thing about the persistence of memory (which I guess would fit very well with the themes). We see a lot of characters walking or talking who are definitely dead, especially during that alleyway sequence around 40:00 when we see sister purple and iris' dad and the bartender and so on.
