Missing Child? Last I checked Amber Alerts don't sound sirens, and have no reason _to_ set off a siren.

No. They are loud and annoying, and most people ignore them and go about their day. Sirens are old, and unreliable. People have smart phones, radio, tv. And weather radios can be purchased.
