Which version of Microsoft office you are using..? Merge shape options are available in office 2016 and later versions only.

Yes, once you fragment, they become part of existing shapes (observe color will be same)..After that you just have to clean up the unnecessary things... 👍👍

Sorry to hear and its usual because shape actions are new feature added into PowerPoint.. At 4.35, i select all the shapes (hallow circle and numbers) and fragment them.. Doing so, all shapes breaks into individual fragments wherever they cross boundaries...Once done, i delete all numbers shapes and also small fragments that are at boundaries...The procedure i follow here is, i select only hallow circle portion shapes, cut it and them select/delete all small fragments and then finally re-paste cut shapes...Its a easier way than selecting individual fragments and deleting them..👍
