Isn't that a juvenile or female American Goldfinch...Pine Siskins have lines all over their underside...

Look at the color and wing pattern carefully; and male goldfinches have a clean, sunny yellow color with black wings during the breeding period and turn brownish during the winter period. A field guide on birds can be helpful when learning aboout an unknown bird you see. :)
