EXCLUSIVE: Police have arrested two men accused of using children as young as 12 to run a crime network that staged 140 burglaries over the last four months.
Detectives claim the teens helped steal $2 million worth of cigarettes and were recruited because, if they are caught, they will quickly be released on bail.
