The might be ceremonially wrong but they were not technically wrong. A Colour by definition has to be presented to the unit concerned by the Head of State or the Head of Government or an agent of either to symbolise their authority. It should also be blessed by the clergy. Since this flag wasn't presented to the Fire Service by anyone significant they technically didn't have to salute to it. When you salute a Colour you are not saluting the flag but the authority which the flag symbolises and in this case there was none. I'm sorry to say for as much as all the Hong Kong Disciplined Services like to call this a Colour and their Colour Party this was just a flag.

I know the departments in Hong Kong call them "colours". In fact if it wasn't presented by the sovereign or a senior representative of the government and be blessed by a clergy it's just a flag not a Colour. You can't cherry pick traditions.
