Do cyclists in the Nederlands use special tyres when riding in the snow? Also, how do they stay dry when cycling to work etc in the rain/snow as I noticed most people where normal clothes?

No, Dutch cyclists do not use special tyres, just the ordinairy ones. And staying dry by wearing a rain suit, poncho, umbrella or no rain gear at all. Never mind that it rains, I will get wet anyway. Let it be.

Nah but i for sure pick my stadsfiets (old trashy bike, "bike for in the city center") over my speedy bike as it has thicker tires. The rest is just improv. They do "strooi" (sprinkle salt) when there's snow usually, so sticking to main roads nets you a bigger chance of the surface actually being sprinkles so there's no ice there.

cycling in the snow is very hard: with those narrow tires once you slip you go down extremely fast... (you need to be an expert cyclist to ride in the snow..)

That is why I cycle on 3 wheels, on a Tadpole Trike. That is a trike with 2 front wheels (the shape of a tadpole) and I lay low (recumbent). So very low point of gravity > I almost never fall/ tip over.

This is a mythe the tourist guides like to tell, but far from true (says the local police and fire department). Once every month or two is closer to the truth. The biggest problem is cars forgetting to pull their handbrake while being parked in one of those parking spots that are positioned on a 45 or 90 degrees angle towards the canal.
