Headcanon: Spy *KNOWS* that the administrator is issuing both teams, and knew that even before her or Red/Blu associates approached him and asked for him to work with them. Notice how when scout refrences his mother he calls scouts name by his first name. As if the lack of a father or spy's presence was tough for scout when he was growing up and his mother because the absence of a father or partner.
