Headcanon: Spy *KNOWS* that the administrator is issuing both teams, and knew that even before her or Red/Blu associates approached him and asked for him to work with them. He knew all this, yet accepted the job anyway because he knew Scout was going to be there, kind of a way of keeping an eye on him or spending time with him.

Watching and reading back a lot of the lore shows 9/10 times Spy is the one to help Scout, not out of annoyance as he seems but pride and love for his child who he had to keep at arms length because he's an international criminal. *bruh my heart...*
