Can someone explain to me why the children of Judah were cut off by the Israelites? It seems like Cyrus, who I thought was a Zoroastrian, followed the word of God more closely than the Israelites. But I could be wrong, I'm new to all of this and just wish to understand.

Acts 2:38 is not salvation for this time (the ChurchAge). Peter was talking to the Jews and what had happened in the first verses upto verse 38 of chapter 2. You must keep verses in context. Peter talking to a specific group of people. For this age (Church Age) you must put your faith in the death burial and resurrection of the Lord Jesus Christ and nothing else. Water baptism is a picture of what has happened already inside. One doesn't get baptized to get saved, he or she get baptized because they are saved! Ephesians 2:8&9.
