thanks! @3:38 it is not bad to make a large difference between column and beam.sometimes it is purposely provided for earthquack damage reduction.if the column is stiffer,the beam fail first so less damage but if a column fail it become catastrophic.stiffness difference is assured not only by concrete grade but also by crossectional size, member length, and number of rebars provided.

That is good question. so EQ appears after long time like almost 400 and above years but our building life is around 50 years or 100 years depending upon the design and also if we add this two effects together and apply it to our building our design will not be practical b/c the sections are going to be very large so the conclusion is b/c the probability of the two effects happening is very small that is why it is designed just by taking the EQ b/c it is the governing load.
