Sir what if in the first column there are 2 pivot values for example the values are same ? Which one should we select

Koi fark nahi padta. Agar 1st pass me aisa ho raha he to un dono me se kisi ek ko C11 me le ja kar '1' kar do. bad me C21 aur C31 ko '0' kar do. Agar 2nd pass me aisa ho raha he to un dono me se kisi ek ko C22 me le ja kar '1' kar do. bad me C12 aur C32 ko '0' kar do.
