In the handbook you misunderstand the bonus. On the left side it shows the total bonus for that part of the handbook. So for example the one you were wondering was 0% at this time. On the RIGHT side in GREEN numbers it shows the increase when you claim it. So left side is accumulated and the right side is the one you actually gain.
