Why use the XH-M604 module if you have a step-down CC-CV module that sets the charge current (1-3A) and voltage to your battery pack 4S4P (16.8V) and a three-pin LED will let you know when your battery is 4S4P will charge. Moreover, you have a BMS board installed on the battery pack. The XH-M604 module is not needed here. It would be enough for you to use the XL4015 module 5A DC to DC CC-CV Lithium Battery Step down Charging

Step down module with cc-cv can charge bms protected battery .yes the bms will cut of the voltage @ full charge mode. But after that the convertor module working continuously, & give output voltage& current to bms board. So in that condition bms board could damage. Bcz it takes continuously input voltage. So need add extra cut off feature in charger , it can auto cut off when charge completed & will no harm to bms board.
