It seemed forced and out of place. That is how I always saw Dany too. People in Westeros ignored her and her "baby dragons." Once she was ready to conquer, it should have been too late for them. Season 7 and 8 was so utterly disappointing. She had everything in her arsenal to take King's Landing in a night and then fight the Others. If she was going to become the "Mad Queen," it should have been developed over an entire season or two. Season 5 and 6 had problems, but that's NOTHING compared to the shitty season 7 and the even worse season 8. Dany brought hope to viewers. As you said, hope to a brighter future. I literally cried the first time I saw this scene because that's exactly how I pictured her. She was practically a messiah.
