@@RETRO-RANEYS-RESTORATIONS , that's because, if you didn't already know, no one wants to get involved, and no one "saw anything". I experienced that all of the time when I worked in the 7th District, Englewood. So, as Officers, and most people with common sense, you go through the motions of taking statements and canvassing the block(s), trying to find someone that knows SOMETHING about the incident...but, you know that no one will talk. Also, if you didn't know, 99.9% of crimes are NOT committed when a Police Officer or Law Enforcement Officer is present. This, no one can be arrested/detained. So, please spare us the comments on why no one is "in custody". However, you are more than welcome to join the Police Department and start making those arrests that you believe can be made.
