The reason they powdered their wigs was because of the rise in syphillis. It caused horrible sores in their skin and this would happen on their scalp too. Their flesh was essentially rotting and it stank so they wore wigs to hide this and the powder was scented so it disguised the smell from the sores on their heads. Although then powdered wigs just became a part of popular fashion

While some people may have used wigs to cover up syphilis sores,I can say with some (slightly dubious) certainty that they were never introduced into royal wardrobes for that purpose,nor did they only start appearing in popular fashion for that reason. While it is true that wigs were moderately popular among men at court during this era,this can mainly be blamed on fashion from the 17th century remaining unchanged,and wigs were rapidly falling out of fashion near the end of the 18th century.
