The tragedy of the commons has been proven so many times. Just look at deer populations before and after game regulations. The concept is based on the idea of a limited resource being available to multiple people without any rules, regulations or limitations on the use of the resource. The incentive is for you to use it before someone else does which leads to the depletion of that resource
