Does the problem mean the oscillator is actually coupled but the expression for potential can be expressed in the form as if the oscillators were decoupled, but they are not practically decoupled ?

Sir in the first question since frame is rotating so there will centrifugal in outward direction therefore it slips.. Bcoz if there were friction it would have rolled... Isn't it sir... But sir if it slips doesn't this slipping impart any velocity??

As the table is frictionless and rotating then centrifugal force will be acting which is not balanced. If there were friction motion because of centrifugal force of ball might be opposed and ball might have been at rest.

They just want the modal matrix(P) which we can easily get by finding out the eigenvectors of potential energy matrix V corresponding to coupled harmonic oscillator. these x and y are not normal coordinates here, rather x' and y' is normal coordinates.
