Is it correct to have fender welt on the fender skirts? If so, how is it attached?

Good Question. No, fender welt does not go around the finder skirt. There are a series of holes where about 1/8" rubber rectangles that are 1" long and as wide as the lip that the skirt rests against. The factory riveted these on at these points.
