Biff's car did not have the spotlight on the driver side this one does so might be an old police car . also Biff's car did not have the amber lights down below those might be fog lamps .

Lot of those cars had spot lights and fog lights as accessories. Not likely it was a cop car. Especially being a convertible. Cop car would have likely been a 4 door sedan.
