Wipers are vacuum driven I had one when you floor it in the rain the wipers pretty much stop. The fuel filler cover is not locking. All in all it looks and sounds great she's a boat.

Yes it does lock. After letting it down, you'd push in on it and it clicks and locks. You push on the red reflector to un lock it.

The power windows work really fast I had a 93 Lincoln and they were very slow even with new motors and regulators installed in it.
