Are there any lapbelts? Does it legally need to have lap belts?

Spencer Lincoln model year 1965 came as lap belts only. No shoulder belts. Still perfectly legal that way too because it always goes by whatever was applicable in the year the car was built. If it had it new, it's still gotta have it and in good working order. But it's exempt from requiring anything that may have came after it's birthdate. I know the reply is late, but hope it helps if you were still unaware and wondering. :)
