The Nixon administration did take several hostile actions against India: The U.S. dispatched the aircraft carrier USS Enterprise along with other naval ships to the Bay of Bengal in an attempt to intimidate India and support Pakistan. The U.S. also encouraged China to attack India from the north, offering security guarantees if China faced a Soviet invasion. However, China did not take military action. Declassified documents show the U.S. had plans to use the 7th Fleet to attack Indian Army communications if necessary, and had kept three battalions of Marines on standby to deter India. The U.S. continued providing military aid to Pakistan despite an embargo, exasperating India. There was a 19-hour delay in relaying Pakistan's surrender message from Dhaka to India, with Indian diplomats suspecting the U.S. was contemplating military action against India. So while the U.S. did not launch a direct attack, its naval deployments, encouragement of China, military aid to Pakistan, and delay in communicating Pakistan's surrender were seen as hostile acts against India during the 1971 war. India was able to achieve a decisive victory despite U.S. efforts to support Pakistan.
