For you to be able to spin your wheel like that does it have to be in neutral and the other side lifted as well?

the tire will spin freely when the flange is not installed as the flange is what connects it to the axle shaft.

19:00 If you don't have the special pliers, just put the clip and a big washer on top. Then put a bolt in the center hole and tighten it, that will open the clip and then you just need to push it into the groove.
