I don't speak Japanese, so I don't know whether or not Togo-Sensei has already explained this, but I noticed that Taira-San's punches always land about 8 seconds after he readies his stance. For most of his punches, he doesn't readjust his stance, and so most of his punches land (or miss) in intervals of about 8 seconds. Later, when he punches faster to try and hit the glove, he is punching in intervals of about 2 to 3 seconds, and so still misses. I think the trick is that Togo-Sensei has picked up on this, although it's only after Taira-San's first couple of punches hit that he can become aware of this and start to avoid them. I don't know much about martial arts, however, my guess is that this may be quite common in an opponent, as it is hard for humans to truly act in ways that are random, and usually fall into patterns without even realizing it. After all, didn't Bruce Lee say "It's difficult to have a rehearsed routine fit in with 'broken rhythm'."
