That 26 year veteran cop is named Lt. Rose and the department has opened an internal investigation into his actions. If there had not been video of this encounter his agency would not have believed how he acted. I'll bet they believe it now. Police swear an oath to support and defend the constitution. Walk into your local PD and ask to see their copy of the constitution or even the bill of rights. Expect blank stares and no documents. So how do we expect them to honor their oath if they have never read the bill of rights. If you have a cop as a friend, ask him what the first 5 amendments are and see how many he gets right. We need to go back the basics, our roots, and educate ourselves first then others.

Without the camera those types of personalities will often be cursing, yelling, and shoving, following up with an arrest on an innocent citizen. I spent 20 years living in North Carolina, and this is exactly how the police act. I specifically searched KZbin for first amendment audit north Carolina, and was brought to this video. Within. The first minute, I could see what I had suspected I would see. Lots of police in the south are cruel and act in an unlawful manner regularly. The reason that they do this is because they can. It is paramount that American heroes like the one filming this video continue to do what they do. There will be no changes unless they do. I am apauled that we have an older man who does not deserve to where a badge teaching a younger man that it is ok to treat people this way. When the older black “man” wanted to have goons committed the younger “man” seemed to agree. That is sad. I responded before watching the whole thing. My daughter was afraid of cops when she was younger so I asked a couple of them to tell her that they were not bad people. The older cop looked at me and said we are bad..... I knew then he meant corrupt and I cannot believe the way the police treat people. I was in the hospital and my sister robbed me blind. I called the police and filed a report. I found some of my items and was able to retrieve them. Over 6000 dollars of stuff was stolen. The magistrate told the police to file felony charges on them. They are drug addicts and already on probation parole. Four months later and still no charges. Funny huh?

Chief: Officer in video confrontation broke policy but disciplinary action not disclosed (VIDEO) A Winston-Salem police lieutenant who called a man videotaping the police department’s building a “sad individual” and asked questions about the man’s mental issues and relationships with women has been disciplined for violating police department’s policy, Chief Barry Rountree said in an email Wednesday. But Rountree won’t say what policy Lt. Ronnie Rose violated or what kind of discipline Rose received, citing General Statute 160A-168, which concerns the privacy of employees’ personnel records. The state personnel privacy law states that the “date and type of each dismissal, suspension, or demotion for disciplinary reasons” are public record. Rountree said Rose was not demoted, suspended or transferred. During the internal investigation, which began in March, Rose was not placed on administrative leave. The investigation was conducted by the department’s Professional Standards Division. Rose was out of the office Wednesday and did not return a message seeking comment. His annual salary is about $73,000. Rountree said in a follow-up email Wednesday on a question about specific policy violations that “we are prohibited from releasing any information not specifically listed as public record in this statute.” The law says if an employee is terminated, then the written notice on the final decision setting out the reasons for why the employee was fired is a public record. Richard Goins, the man Rose approached Feb. 14, said Wednesday that he was not breaking any laws when Rose had the encounter with him. “He took my driver’s license and detained me over 20 minutes illegally,” Goins said. “Officers should understand that we are citizens and that they took an oath to uphold the Constitution.” No criminal charges were filed against Goins. Individuals have the right to videotape anything in the public sphere as long as they are not disrupting traffic or interfering with police activities, such as operating a checkpoint or serving an arrest warrant, Sarah Preston, policy director of the ACLU of North Carolina, told the Winston-Salem Journal in March when the police department sent out a news release about the incident. Rountree told the Journal in March that there is no law prohibiting videotaping public buildings and no police policy on the issue. Goins said he was told that the police department would send him a letter after it had completed its investigation but that he would not be told what kind of discipline Rose received. Goins said he has not received that letter. Goins was standing on the sidewalk Feb. 14 videotaping the police department’s building when Rose approached him. The police department said in a news release in March that Goins had videotaped other buildings, including the Forsyth County Hall of Justice and the federal courthouse, as part of a national trend known as First Amendment Audit. The police department described First Amendment Audit as an attempt by citizens to attract the attention of law enforcement or military security to see if they will infringe on the citizens’ First Amendment rights. Goins posted the video of the encounter to KZbin. Rose asks Goins, “What is your malfunction that you are preoccupied with the police department?” At another point, Rose tells Goins, “You can’t get enough women on your own you wanna be a police officer. According to Lt. Edwards with the WSPD Professional Standards Division (336-773-7765), the investigation into this incident has concluded. They found Rose to be "in violation of department policy" and said that "appropriate disciplinary measures have been enforced". He would not say what the discipline was but did confirm that Rose is still on active patrol. I am guessing that the "appropriate disciplinary action" was nothing...... Oversight is a bad word to cops.

@@dennishoule2570 - No, North Carolina is not a stop and ID state. However, even in a stop and Id state they have to have RAS to detain you and make you ID. Being suspicious is not sufficient reason.

I am a retired former LEO. From what I see, the man with the camera was there to provoke a confrontation which he did. However, he broke no laws that I can see here. The Lt. has spent 28 yrs on the job and is used to people doing what he says and got frustrated and out of line when he ran into someone not intimidated. The other officer is there as a backup. He looks a little uncomfortable with the actions of his supervisor but is trying to stay out of it. Kudos to the citizen who refused to be baited into doing something that would've justified an arrest. Apparently, the PD intends this to be a teaching moment for the rest of the department on how not to handle this sort of thing. Shooting anyone or ruining a career for anyone here is just stupid.

Kurt Richter I'm afraid you misinterpreted what I was trying to convey. I was trying to cut through all the hysterical rhetoric and state the obvious. Actually, if I'm on anyone's side it would be the citizen's. However, he had prior confrontations over this stuff so he had to have an expectation that this might happen. The Lt. should be disciplined of course. But for people to say he should be fired, or stupidly, saying he should be killed is so stupid it really doesn't deserve comment beyond the fact that those people need to seek help.

excop1968 Couldn't agree with your statement more. The cop needs some time off and some training but don't belittle him and act like he needs to lost his job or worse. He is probably a really good person normally and just needs to learn how to control his ego before encountering public. I think most police but jobs in general where you deal with people need extensive training and retraining. I am aware police get a lot of training on this but it's important the higher ups and veterans on the force take and get the training too.

I agree with part of your comment. However provoking a confrontation can only happen if you let it, or so cops have told friends who have gotten into fights. The fact the officer knew who he was talking to without even getting ID means he knew he couldnt claim he was a terrorist. The fact that the junior officer didnt have the balls to say something to the LT about demeaning and harassing and threatening a citizen is par for the course and another fine example of police being unwilling to defend a citizen against any cop.

And any LEO who finds their employer(public) suspicious for observing them in their duties, needs to be adjusted. This cop was talking about the guy's KIDS! You gave them way too much information...especially since they couldn't prove that you had committed, were in the process of committing, or were about to commit a Crime. Being a "Suspicious" Person isn't a Criminal Activity, and videotaping them while in their "Official" capacity of a Public Servant is your 1st Amendment Right per the U.S. Supreme Court decision in Glik v Cunniffe, among other Legal Precedents.

Good job... but two things: You don't have to hand over a physical ID to Identify yourself according to the law. You gave him tons of power over you by handing over the ID. Look at state law, but you may only need to Verbally say your name, DOB and Address to satisfy the Identify requirement of Stop and ID laws. Second: You answered WAY to many questions. Every question they ask is aimed at finding something to arrest you for. Don't give them what they are looking for.
